At first I thought the title referred to a breakaway ring. Titanium rings can be a safety issue since they're extremely difficult to cut off fingers in case of an accident (such as a broken hand). If someone anticipates needing to pick or saw their way out of restraints, I'm not sure if they're living the kind of lifestyle where titanium jewelry is a good choice!
