Galls on an oak leaf

"They're caused by the White (or Red) Cone Gall Wasp, Andricus kingi that created these Red Cone Galls found on a Valley Oak, Quercus lobata."

  1. Is this a seasonal issue, or are these cone galls going to continue to grow every year now? How do I get rid of them?
