A lucrative (and simple) jigsaw puzzle

Graham Hill has in front of him the most lucrative jigsaw puzzle in history, a combination of £10 and £20 notes he found while emptying bins.

Police said there was no evidence the money was stolen and, having kept it unclaimed for six months, said Mr Hill can have it, and any of it he can piece back together will be legal tender... For Mr Hill to be successful he will have to ensure that the two serial numbers found on the front of every bank note match when he pieces them together.
From the photo, the bills obviously didn't go through a shredder; they look to have been cut by hand with a scissors. Why?? Perhaps some type of domestic discord?
